NH3 can meet the zero-emission target of the marine sector. Comparing to traditional fossil fuel, no CO2 and SOX emissions are generated.

This report reviews the existing regulatory landscape, and based on the risk studies undertaken throughout the NH3CRAFT project identifies the key regulatory challenges and gaps for adopting NH3 as fuel. Section 2 provides a top-level review of the regulatory framework. Section 3 describes the NH3 system. Strategic Directions for rule and regulatory development are presented in Section 4. In section 5 gap analysis results are presented based on key system functions and lessons from the key risk assessment studies. In Section 6 it is concluded that strengthening the existing regulatory framework may strategically shape the way forward. Given that NH3 is toxic and corrosive additional guidelines and regulations are needed, especially bearing in mind the increased number of operations (such as bunkering) and human interactions.
